La rue Eugène-Floquet est l'une des voies historiques menant directement au cœur de la cité impériale. Au XVIe siècle, elle portait le nom pittoresque de rue de la Porte-Ruge avant de devenir la rue du Chat-qui-Tourne. Renommée brièvement rue de la Mairie, elle prend son nom définitif en 1872 en hommage à Eugène Floquet, un administrateur éminent de la ville
